Open Choice Placement Offer (Hartford Resident)
If your child receives a placement offer to one of the RSCO Open Choice schools, we hope you choose to Accept! This is an amazing educational opportunity for your child.
Things You Need to Know!
1. How do I respond? To respond to your child's placement offer:
- Log-in to your RSCO Account
- Go to Your Dashboard and download your notification letter from the Documents section under Tools
- Select
- View Offer on the school card
- View Offer on the Open Choice Application Card
- Accept or Decline by the deadline on your child's Open Choice application and notification letter.

2. Can I schedule a school tour or a way to talk to teachers, educators and currently enrolled families? Yes, contact the school/program, let them know what you are interested in, and they can help you!
3. How much time do I have to make my decision? You must respond by the deadline in your placement notification to accept your child's placement for the 2023-24 school year. You can find the response deadline by logging-in to your RSCO Account and downloading your placement letter from the Documents section on your Dashboard. The response date is also indicated on the offer page in the parent portal. We understand that this is a big decision for your family and want to provide you with the time and information you need to make the best decision for your family. We hope you accept!
4. What does it mean to accept my child's Open Choice placement offer? When you accept the placement offer, you have decided to have your child attend an Open Choice school for the 2023-24 school year. By accepting the placement offer, your child is not eligible to receive another magnet or Open Choice placement for the 2023-24 school year.
5. I received a placement opportunity at one of the technical high schools (A.I. Prince Tech, E.C. Goodwin Tech, or Howell Cheney Tech) in early February and now I received an Open Choice placement offer, what do I do? Now is the time to decide which one of these great schools you would like to attend. It may be a tough decision, but you can only pick one. When you decide, log-in to your RSCO Account, view offers on your child's student card, and then select view offers on your child's applications and select Accept in either the CTECS application or Open Choice application. Please remember, you may only accept one (1) offer and accepting an offer is considered a final decision. Once you accept a placement offer, your child's application is removed from all other waitlists and no other placements will be made.
6. What does it mean to accept my child’s Open Choice placement offer? When you accept the placement offer, you have decided to have your child attend an Open Choice school for the 2023-24 school year. By accepting the placement offer, your child is not eligible to receive another magnet, Open Choice or Hartford Region technical high school (if applicable) placement for the 2023-24 school year.
There are two more steps that you will need to complete after you accept your placement offer:
Step 1 Register: You must register your child to maintain your placement in Open Choice. Use the Open Choice Registration Form to begin your registration process.
Important Notes about Registration:
- It is important to start the registration process immediately and complete it within the timeframe provided by the school/District. If you do not receive registration instructions within a few days, please contact the school directly.
- Failure to register by school's/district's registration deadline will result in the removal of your child's placement offer.
Step 2 Report: You must report your placement to your home district. After you complete Step 1 Registration, contact the Hartford Public School District to report that you have accepted a placement with the Open Choice Program and will not be attending a school in the Hartford Public School District for the 2023-24 school year.
Once you completed registration and your child is enrolled, you do not need to reapply each year to continue your child's enrollment at the Open Choice school. Unless you withdraw your child, they will remain enrolled at their Open Choice school until they reach the school's final grade. To enroll in any other Magnet, Hartford Region CTECS, or Open Choice school, a RSCO application must be submitted.
You must complete the registration process by the registration deadline in order to keep your child's seat.
7. What does it mean to decline my child’s Open Choice placement offer? We hope you choose to accept your child’s placement offer; however, we also understand that interests and circumstances change. If you decide that you do not want your child to attend the Open Choice school/district in your offer letter, select Decline on your child's Open Choice application. By selecting Decline, your child’s application will remain on the waitlist for the other Open Choice districts that were included on your application. Your child will be eligible for one additional Open Choice placement offer for the 2023-24 school year, if a seat becomes available. Please note, your child’s application remains only on the Open Choice waitlist. Whether you accept or decline the Open Choice placement, your child is no longer eligible for a placement offer to a magnet school for the 2023-24 school year.
Note: Grade 9 Applicants who also applied to CTECS may decline the Open Choice offer and remain on the CTECS waitlist.
8. This wasn’t my first choice, will my child get another offer? If you decide to decline or do not respond to your child’s placement offer, your child’s application will remain on the waitlist for the other Open Choice districts that were included on your application. You may receive one additional Open Choice placement offer but your child is not eligible for a magnet school placement for the 2023-24 school year.
Please note, another placement offer is not guaranteed. By receiving the placement offer, whether you decide to accept or decline it, your child is not eligible to receive a placement offer for a magnet school for the 2023-24 school year.
9. I decided I do not want my child to go to this school; will my child’s application be put on the waitlist if I decline or do not respond? If you are uncertain or are considering declining your child’s placement offer, we encourage you to access your RSCO Account and visit the school card, which has details about the school or attend an open house to learn more about the school first-hand to see if this school is a fit for your child. You may receive one additional Open Choice placement offer. Please note, another placement offer is not guaranteed. By receiving the placement offer, whether you decide to accept or decline it, your child is not eligible to receive a placement offer for a magnet school for the 2023-24 school year.
