Leaders who are well-versed in scientifically based and evidence-based literacy instruction and resources are central to the success of a literacy program. Effective leaders hold the key to the necessary systems and structures that will result in high-quality instruction and improved student learning outcomes. District literacy leadership and school-based literacy leadership teams work in tandem toward these goals and include a variety of stakeholders.
