Independent Review of COVID-19 in Connecticut's Long-Term Care Facilities

In June 2020, Governor Lamont announced that he was ordering the state to enter into a contact with an independent, third-party research team to conduct a thorough review of the response to COVID-19 in the Connecticut's nursing homes and assisted living facilities and provide him with an analysis due before the start of autumn in order to prepare for a potential second wave of the virus. The analysis is required to incorporate a top-to-bottom analysis of all elements of the pandemic and how it was addressed in these facilities.

The state soon signed a contract with Mathematica Policy Research to complete the review. The contract requires the company to:

  • Assess the overall impact of the COVID-19 Pandemic in Connecticut compared to other states in the region and the country
  • Assess the overall impact of the COVID-19 pandemic throughout nursing homes and assisted living facilities and their preparation/response to the virus;
  • Identify significant circumstances that may have favorably or unfavorably impacted the severity of outbreak;
  • Identify and describe industry best practices displayed during the pandemic response; and
  • Review and complete an overall assessment of the state's response to the pandemic in nursing homes and assisted living facilities.

An interim report was delivered to the state in mid-August and the final report was delivered at the end of September.
